The UAE has stopped asking what AI can do. At AI Everything Abu Dhabi this month, the question we kept hearing was how to run it: in production, at national scale, around the clock, with someone accountable for every decision.
We spent two days at ADNEC with government entities, operators, investors, and AI builders. Four themes kept coming back.

Production is the new benchmark
Abu Dhabi is past the halfway mark toward becoming the world’s first AI-native government by 2027. More than 100 AI use cases are already in service across government entities, not sitting in pilot folders.[^1] TAMM now ties together more than 1,170 public and private services in one place.[^2] The ambition on stage was proactive government: services that can start before a resident finishes filling in a form.
At that scale, the hard part is not the demo. It is keeping hundreds of AI-backed services running, monitored, and improving every day when models, vendors, and threat models all move on their own schedule.
Sovereignty is decided up front
Where a model runs, where data stays, and who can audit a decision are choices made before anything goes live. Sovereign infrastructure, cybersecurity, and responsible AI sit inside the same national digital strategy, not as late add-ons once a use case is popular.
That order matters for anyone shipping agents into regulated environments. If you cannot explain residency, access, and audit paths on day one, you will rebuild under pressure on day ninety.
Agents need owners
Agentic AI was everywhere on the floor, treated as critical infrastructure: agents acting inside defined permissions, with monitoring and escalation paths that assume failure modes, not best cases.
The governance line was just as firm. Abu Dhabi’s public framing keeps people in charge wherever accountability, fairness, or public confidence matter most, with named ownership, oversight, and monitoring on AI systems that touch citizens and operators.
Value is moving above the model
On the AI Vest panel, Khaled Talhouni (Nuwa Capital), Sam Marchant (21 Ventures), and Bader Al Kalooti (Bundle) described the investor math in blunt terms. Software is easy to copy. One fund said it tries to rebuild a startup’s product in five hours and passes if it can. A single release from a large AI lab can make a narrow product redundant overnight.
What lasts is proprietary data, workflows embedded in how customers operate, and long customer relationships. Models commoditize. Context and execution do not.
Many models, one operations layer
No serious organization in the region will bet everything on a single model. Teams will run several: sovereign deployments, open-weight options, and frontier APIs, and they will swap them as benchmarks and policy shift.
What has to stay steady is everything around the models: the data they reason over, the guardrails on what agents may do, the record of who decided what, and the people who step in when judgment is needed.
That is the layer Human Managed runs. We are model and LLM agnostic. Our agents, knowledge graph, and human oversight work with whichever models and infrastructure an organization chooses, in-country included, and connect to the platforms and partners it already runs, from Agentic SOC and NOC to AIOps, sovereign AI, and AI governance you can audit.
Where we can help in the UAE
We have run 24×7 operations for regulated organizations since 2018, including more than seven years for a major ASEAN bank. Our platform handles over 50 TB of data and close to 5 billion events a day, and checks every asset it watches every 15 minutes.
For enterprises, telcos, government, and critical infrastructure in the UAE, that operational baseline maps to:
Agentic SOC and NOC, with every alert triaged and a ranked decision in under 15 minutes
AIOps for IT systems and the AI workloads now running on them
Sovereign and managed AI: running models on UAE-hosted infrastructure, and operating them after go-live
AI governance you can audit, with agent actions gated and decisions traced to evidence and approvers
Organizations can plug in a single Human Managed component (knowledge graph, agent coordination, intelligence surface, or AI fabric) alongside what they already run. Or they can have us operate a service end to end.
Thank you to everyone who shared their time in Abu Dhabi. If you are working out how to run AI in production in the UAE, we would like to hear from you.
